A graduate of the Faculty of Law and Administration, University of Warsaw (1955). Ph.D. in Law (1967). D.Litt. in Political Science (1973). Professor Extraordinarius of Humanities (2002). Employed at the Institute of International Relations since 1975. Lawyer. Titular Ambassador. Judge at the International Tribunal for the Law of the Sea (since 1 October 2005). Adviser to the President of the Republic of Poland (2001-2005). Member of the International Law Commission of the United Nations (1987-1991). In the years 1955-2005, research worker at Warsaw University and employee of the Ministry of Foreign Affairs of the Republic of Poland, inter alia,long-time Director at theDepartment of Legal and Treaty Issues and the Department of International Organizations. Permanent Representative of Poland to the United Nations in New York. Ambassador of the Republic of Poland to Canada, Syria and Jordan. Delegate of Poland to the Steering Committee for Human Rights (CDDH) at the Council of Europe.

Areas of Expertise and Research Interests

International relations, especially in the Far East; issues concerning international law, international organizations, disarmament, combating international terrorism and protection of national minorities in Europe.
